The Global Observatory has emerged as the global umbrella organization for OBREAL – The Observatory of Relations between the European Union and Latin America. It is thus strongly rooted in EU-Latin American partnerships and projects. OBREAL is currently the Latin America chapter of the Global Observatory.

OBREAL’s main goal is to promote dialogue and synergies between governmental, academic and social sectors in Europe and Latin America. In this context, OBREAL sets out to “identify and develop all the opportunities offered by the partnership between the two regions to create a better understanding of the regional and sectoral problems which shape policymaking”.

OBREAL activities point to create long-lasting relationships between institutions of both regions. Therefore, it is critical for OBREAL to work taking into account specificities and heterogeneity of each region.

Some of the main areas of OBREAL’s work in Latin America, which is structured around collaborative EU projects, have been:

  • Mobility and internationalization in higher education
  • Research management.
  • Teaching and learning reform in higher education and internationalization of curricula
  • Recognition of studies and quality assurance
  • Regional development
  • Higher education and research harmonization and integration
