The Global Observatory has deep and diverse partnerships with the public and private sector actors across Europe, including within the European Union countries, Eastern Partnership countries, Western Balkans, the Caucus region and Central Asia. It works closely with and is a beneficiary of the European Commission (EC) and EC’s the Executive Agency for Education Audiovisual and Culture (EACEA) to implement collaborative European projects in the higher education and research sector, primarily those funded under the Erasmus+ programme and Horizon2020. Beyond its rich network of university members and university partners, the Global Observatory collaborates with strategic partner organisations on its primary thematic areas of specialisation. This includes, for example:

  • ANECA: The Spanish National Accreditation Agency (quality assurance, qualifications frameworks, internationalization)
  • ENQA: The European Association for Quality Assurance in Higher Education (quality assurance) 
  • DAAD: The German Academic Exchange Service (quality assurance, mobility, internationalization) 
  • CARDET: Center for the Advancement of Research and Development in Educational Technology, Cyprus (e-learning, migration and regional development) 

Global Observtory staff members and advisers specialise in European higher education reform and harmonisation processes, in the context of the European Higher Education Area and the European Research Area, and support stakeholders involved in these processes. For example, staff members consulted for and contributed to the implementation of EU initiatives such as Support for Higher Education Reform Experts (SPHERE), currently funded by the European Union and implemented by the University of Barcelona and the European University Association. This initiative provides training and support to a diverse network of higher education expertise across Europe.
